Secret agents 'led massacre in Jisr al-Shughur'

Since reporters are out of the country, now stories are starting to pour from refugee camps on Turkish-Syrian borders.

"Secret agents wearing coloured wristbands as their sole distinguishing marks directed a civilian massacre in Jisr al-Shughur, fleeing residents said yesterday as army tanks moved into the largely deserted Syrian town".

This (the above) I understand, but where did this piece of information come from? 

"Maher al-Assad, the commander of the elite Fourth Division and Republican Guard, has vowed to take vengeance on the town after its inhabitants were accused of killing 120 government soldiers and policemen over the weekend". (same link)

Maher is brutal, but there is no info that he is the one vowing to avenge the alleged deaths of security officers and soldiers! I still think the whole regime should be condemned and not only one man. So now the removal of Maher would solve the problem?
